Are human rights a philosophical concept or reality? Ukraine has played a significant role in shaping the international regulatory and legal foundation in the sphere of human rights, which has become the international basis of human rights standards. It helped improve Ukraine’s international reputation in the global public’s eyes, increased trust in our country, and ushered in changes in Ukrainians’ awareness, improved their legal and political culture, helped them realize the need for changes in the old state and social order, ideology, thinking, the need for implementing reforms in the democratic spirit.

 

However, on the path of emerging independence, the young Ukrainian state faced a number of problematic questions related to the establishment and functioning of its own institutions in the sphere of regulating human rights, which require a legislative foundation for their activities and the production of qualitatively new, conceptual ideas for further development.
